There is a smaller bell curve of people affected by alcohol than there is a relation between cell phone use and driving, or rather multi- tasking.Most of us drive manual, so one hand is usually on the gear selector, sort of canceling the point that drivers need two hands to drive. It cmoes down to concentration, and theres too much of a variability to outlaw the actual usage of cell phones even with bluetooth. The laws that are passed is just to protect the small percentage of Americans who cant multi- task IMO.
